Metrics with a measurement method, not a ballpark

The German Energy Efficiency Act requires data centres to report metrics, evidence and a submission by 31 March. The difficulty rarely lies in the arithmetic but in the question of what is being measured: where does this data centre end, which distribution boards belong to it, and how was the connected load arrived at. The module therefore first keeps the data centre as a delimited object, derives its load from the DCIM distribution model, and records every figure together with its derivation. The threshold rulebook is held as data rather than program logic, and separates law in force from the government draft.

No figure without a derivation

Connected load, IT load and computer room area never arrive as a bare number. Where the distribution model is missing, the module returns no value with a reason rather than a zero. A zero would be a statement, and a wrong one.

An empty data basis does not mean out of scope

The scope check knows four states. Where values are missing the result is "not assessable" and never an all-clear. Every rule is evaluated with its legal reference, target value, actual value, the origin of that actual value and the distance to the threshold.

Every metric carries its measurement method

PUE, WUE and the energy volumes come with a standards reference, measurement method, coverage level, calculation path and list of gaps. PUE is delegated to the DCIM calculator or otherwise derived from the metering point register. Nothing is estimated, and manual entries are never overwritten.

An asserted certification falls back

For classification the check sits in the data model rather than in a form: "certified" without a named certifier is downgraded to a planning target, and for Uptime also without a certificate number. The level must match the scheme, because "Tier III" is not an EN 50600 class.
